: le compte n’y est pas
Les
militants anti-sida investissent le Parlement : la France doit tenir ses
promesses !
Aujourd’hui, alors que s’ouvre New-York le
sommet de l’ONU pour la ralisation des Objectifs du Millnaire pour le
Dveloppement, les associations de lutte contre le sida ont manifest
ensemble
l’Assemble Nationale pour rappeler que la France peut et
doit tenir ses promesses financires contre cette pandmie
meurtrire.
Les militants se sont couchs devant l’Assemble pour
symboliser les 25 millions de morts qu’a faits le sida depuis le dbut de
la pandmie. Ils ont tendu une banderole flanque du slogan sida :
le
compte n’y est pas , brandi des pancartes pas d’argent, pas de
traitement , et accroch l’Assemble une glule de 10 mtres de long
marque du slogan stop sida .
Nicolas Sarkozy prsentera
aujourd’hui New York son action en faveur des pays pauvres et de la
fracture mondiale. Il va en particulier annoncer le montant de la
contribution franaise au Fonds Mondial de lutte contre le sida, la
tuberculose et le paludisme, principal systme d’acheminement de l’aide
anti-sida des pays riches vers les pays pauvres. Afin de continuer les
progrs accomplis ces 10 dernires
annes et de tenir leurs engagements
internationaux, les pays riches sont censs doubler leur contribution au
Fonds mondial. Pour la France, cela implique de passer de 900 millions
1,8 milliard d’euros, sur 3 ans (soit 600 millions/an).
Le compte
n’y est pas. Selon nos informations, loin du doublement ncessaire,
Nicolas Sarkozy va annoncer une augmentation de 30%, 1,2 milliard sur 3
ans (400 millions/an).Cela n’est pas suffisant. Selon les propres chiffres
du Fonds mondial, la diffrence avec un doublement se compte en millions
de vies : 3 millions de malades du sida laisss sans soins (qu’on pourrait
pourtant traiter) et 3 millions d’orphelins du sida qui ne seront pas pris
en charge.
Malgr la crise, la France conserve les moyens de tenir
ses engagements financiers. Si la France taxait ses titres boursiers
nationaux comme le fait dj la Grande-Bretagne, cela lui rapporterait
prs de 5 milliards d’euros par an. Et titre de comparaison, les 600
millions annuels demands psent moins de 10% des profits d’une seule
entreprise comme Sanofi ou d’une banque comme BNP-Paribas.
Un
monde sans sida est possible. Des chercheurs ont dmontr qu’en
permettant l’accs aux trithrapies tous les sropositifs, on peut
mettre un terme cette pandmie. Mais plus on attend, plus il y aura de
personnes traiter, et plus cela cotera cher !
Economiquement,
investir ds aujourd’hui la hauteur de l’enjeu s’impose donc comme la
meilleure stratgie long terme.
Par cette action l’Assemble
Nationale, les militants anti-sida appellent la Prsidence de la
Rpublique et le Parlement inscrire, dans le budget 2011 de la France,
le doublement de la contribution franaise au Fonds
mondial.

activists board French Parliament: France must keep its promises!
PARIS
– As the UN summit on the Millennium Development Goals opens today in New
York, French AIDS activists demonstrated at the National Assembly to
recall that France can and must keep its financial promises against this
deadly pandemic.
The activists lied down in front of Parliament to
symbolize the 25 million deaths that AIDS has caused since the beginning
of the pandemic. They displayed a banner reading « Stop short-changing AIDS
fight », held up signs « no money, no treatment, » and tied to the
Parliament’s gates a 10 meter-long pill reading « Stop AIDS. »
Today in New York Nicolas Sarkozy will present France’s action
for developing countries and against the global gap. He will announce in
particular the amount of the French contribution to the Global Fund to
fight AIDS, Tuberculosis and Malaria. The Fund is the world’s main channel
for anti-AIDS finds from rich to poor countries. To continue the world’s
progress against AIDS since the last 10 years, and to keep their
international commitments, rich countries need to double their respective
contributions to the Global Fund. For France, this means doubling from 900
million to 1.8 billion euros over 3 years (to 600 million / year).
Stop short-changing AIDS fight. According to our information,
instead of the doubling that is needed, Nicolas Sarkozy will announce an
increase of 30%, to 1.2 billion over three years (400 million / year).
This is not enough. According to figures published by the Global Fund
itself [1], the difference between a 30% increase and a doubling is
counted in the millions of lives: 3 million AIDS patients would be left
without care (even though the world could save them) and three million
AIDS orphans will be left to fend for themselves.
Despite the
economic crisis, France still has the means to uphold its financial
commitments. For example, if France taxed its domestic equities, as is
already the case in the UK, this would yield an additional 5 billion euros
per year. And for comparison, the 600 million requested annually from
France for the Global Fund weigh less than 10% of the profits of one
French company like Sanofi, or one bank like BNP.
A world
without AIDS is possible. Researchers have shown that with access to
HIV treatment to all people living with the virus, we can put an end to
this pandemic. But the longer we wait, the more people we will have to
treat, and the more it will cost!
From an economic standpoint too,
investing today at the level required is the most sensible strategy.
With this demonstration at the National Assembly, French AIDS
activists call upon the President and Parliament to include in France’s
2011 budget the doubling of the French contribution to the Global Fund to
fight AIDS, TB and malaria.
